Overeaching “Panhandling” Bans Hurt Charities

“Panhandling” bans have prevented the Muscular Dystrophy Association from its normal fundraising. According to a USA Today article, “When Dallas passed a panhandling ban that included charity solicitations, MDA collections dropped from $260,000 to less than $50,000.”
